complete bay area news coverage starts right now, this is ktvu channel 2 news at 6:00 p.m. >> it is unacceptable. >> it has been freezing this week. can you imagine your child sitting in a classroom without heat for four days? good evening. hello. i am frank somerville. >> and i am julie haener. >> this cold snap has the bay area bundling up but coats weren't enough to keep some students warm as they sat through the last week of classes without any heat. only on 2, ktvu's mike mibach looked into the complaints and found out the solution was as simple as the flip of a switch. >> reporter: this is brookfield elementary school. >> unacceptable. >> you can't freeze students. >> reporter: so chilly she says her child wears two jackets and

stays inside the car till the bell rings. >> i sit in my car and keep my heater running till it is time for them to go in. >> reporter: not one, not two, but for four days one section of campus has been ice cold. students studying bundled up in jackets. >> it has been so cold. they complain why the kids don't come to school. >> we were unaware they were without heat. >> reporter: they submitted a work order ticket but it appears it may have been lost. >> things that involve children should never be lost. >> reporter: by late afternoon a technician from the district arrived here and well, he found the problem. he opened up this box and two of the breaker switches were

switched the wrong direction. after asking a few questions, four days later, all gone with a flip of a switch. mike mibach, ktvu channel 2 news. the freezing temperatures giving way to wet weather and our chief meteorologist bill martin has more. >> rain showing up now. right now the showers moving in. they will have a significant impact on the morning commute. north bay, santa rosa, scattered showers right now. you can see that. most areas south are light or nothing at this point. clouds in san rafael, showers into marin county within the next hour, and then they spread south. tomorrow morning, the wind advisory in effect. look what the bridges, it will get all the bridges that go east to west.

area. witnesses say the robber ran away with cash. a school was locked down after reports the suspect ran into a creek near a school. the students have been allowed to leave the building. we are stilling in contact with police and we will update you on new information. police are investigating a shooting that left a 26-year- old man dead. it happened around 10:30 a.m. this morning. southgate elementary school and martin luther elementary school were both on lock down. the victim has been identified who was visiting from arkansas. police say no arrests have been made. police say it appear as grandmother was struck and killed by a stray bullet. she was walking home from a store just before 7:00 p.m.

last night when she was hot and killed. a clerk says she heard the gun shots and then people ran for cover. >> i thought they were trying to kill him. i thought they were going to shoot everyone in here. >> she says the shooter never entered the store but she could hear her pleading for someone to call for help. police haven't released a suspect description or a motive. third suspect has been named. investigators say he and two others held a handy man captive and forced him to make repairs. he did manage to escape. records show the veteran who stood guard in front of a school yesterday may have lied

about his service. he said he was a sergeant who served two tours in iraq and one in afghanistan. he said he wanted to protect school children in the wake of the sandy hook elementary school massacre. he only served for 9 months before being discharged as a private in 2008. he left the school this morning and hasn't commented on the report. 11 bay area mayors are calling on the president to enact stronger gun control laws. they asked the president to ban the guns and want a national background check system. a effort to get guns off the streets and out of homes and gaining momentum in oakland. police showed off 97 guns turned in. that brings the total number

turned in to 397. the man funding the program homes it goes statewide. >> from san diego, orange county, los angeles, sacramento, this is easily a statewide initiative. >> he run as medical marijuana dispensary. he says seeing the gun violence in oakland prompted him to take action. worker suffered serious injuries today when a steel beam fell on him. happened this morning. officials say the employee is believed to be 19-20 years old. he was rushed to the hospital. the company has not commented on the accident. pg&e is raising its rates. it is part of the fall out from the san bruno gas pipeline explosion and the inspections. ktvu's consumer editor tom vacar is live in san bruno with the increase many californians

must now cover. tom? >> reporter: it all began here in this neighborhood. pg&e customers will pay $300 million over the next two years. >> that is not nearly enough. from the standpoint of many other parties it is too much. >> they didn't do the job they were supposed to. now they are being rewarded for not doing that. >> reporter: today the public utilities commission approved 39% of the money pg&e asked for to upgrade and replace major pipelines. >> we are happy the commission voted on the important safety work we have been doing.

who buy it. rob roth is live with the changes that will save lives. rob? >> reporter: we are out here in the bay view, a neighborhood plagued by violence. mayor ed lee proposed legislation aimed at ammunition control. >> our father -- >> reporter: a sidewalk prayer vigil for a 17-year-old, a popular high school football player shot to death saturday night. >> we have to pray. >> reporter: he is one of 67 homicide victims in san francisco so far this year, compared to 50 last year. in an effort sparked by gun violence in the connecticut school shootings they took aim at bullets. they are proposing legislation, making it illegal for non- police officers to have hollow point bullets like this one.

school safety. reporting live, rob roth, ktvu channel 2 news. officials fined 12 hospitals for failures that caused or likely to call injury or death to patients and three hospitals were in the bay area. kaiser was fined $100,000, $50,000, and ucsf $75,000 for not following procedure for safe distribution of medication. >> a new push in sacramento to increase transparency of political donations. he has introduced legislation that requires non-profits to disclose the source of any donation of more than $50,000 within 6 months of a election. >> we have to make sewer the public -- sure the public has the information they need. >> the bill is in response to a

tough and will be surprised to find present christmas morning. >> don't have money to buy. good the salvation army is giving toys for the kids. it will make my kids happy. >> reporter: according to the salvation army the toy give away differs to most because they cater to teens as well as little ones. >> we believe christmas doesn't end at the age of 12 and it is hard for a low low income teen, they don't always get gifts they are excited about. >> the toy and joy shop is meaningful to laree who runs the program. >> i come from a low income program and when i was little we were helped by the salvation army. i remember what it was like when i had presents under the tree. >> reporter: it program resumes tomorrow morning at 9:00 a.m.
